As World War II entered its last days, major changes began to emerge in Peoria’s political landscape. For the first time, the wealthier residents of “The Bluff” turned out to vote in larger numbers than the more working class residents of the “the valley.” While still working within the corrupt Alderman system, the “Bluff”managed to vote Mayor Woodruff out, despite his astounding 11 terms in office.<\/p>\n
