Beyond the reformers inability to eradicate vice, Peoria&#8217;s racketeers were reticent to give up control of the town&#8217;s politics. Unable to maintain power through the old electoral system, some went so far as to try and intimidate the Mayor into giving up on reform by bombing his house.
