As the circle of Peoria’s clean-up operation widened, a grand jury targeted a set of taverns frequented by prostitutes and their would-be clients.<\/p>\n

The grand jury also recommended the board of health be “clothed with police powers” to “cope with the existing situation”.<\/p>\n
