In the late 1950s there was still not much the city of Peoria could do to completely squelch prostitution. While the number of raids increased in the days of reform, the maximum penalty for running a brothel was still only $200. This meant many proprietors could simply pay their fine and carry on doing business. Local law enforcement sought harsher sanction that actually banned the uses of certain houses for prostitution.
