In many ways, “reforming” Peoria was not easy. Beyond the reformers inability to eradicate vice, Peoria’s racketeers were reticent to give up control of the town’s politics. Unable to maintain power through the old electoral system, some went so far as to try and intimidate the Mayor into giving up on reform by bombing his house. He was, it seems, undaunted.
