Richard’s uncle, Richard “Dickie” Carter, was arrested in a major raid in Peoria on drug traffickers. As with other parts of the assault on vice in the city, the effort was actually led by federal agencies.

Interestingly, the arrest also makes mention of possible involvement in “white-slavery,” a longstanding euphemism for white female prostitutes (the implication being that no white women would choose to be a prostitute). Drug use and the drug trade were long associated with prostitution and the flouting of racial taboos.
