Prohibition did little to diminish Peoria’s reputation as a wide-open town. Even the courts were willing to defend the members of the city’s right to run “legitimate” businesses from the over-reach of US prohibition agents. Though in this particular case, it seems the agents themselves were running their own racket, drinking up bootlegger liquor and then threatening them with violence.
